Madhya Pradesh seeps in corruption under Shivraj; another raid conducted

Bhopal,June 11,  2012 (HMNS) The Central Bureau of Investigation carried out simultaneous raids in Bhopal and Gwalior in connection with the scam in Universal Service Obligation (USO) fund. The raids were carried out at the residences of Bharat Sanchar Nigam Limited (BSNL) Junior Telecom Officer (JTO) RK Mishra posted in Gwalior, and the then Bhopal posted Executive Engineer (Electrical) RK Tripathi and Gwalior based contractor Govind Agarwal and seized documents related with the scam. Tripathi was recently transferred from Bhopal to Delhi.

According to CBI sources both these officers mulled over Rs 35-40 lakh with the help of contractor in the USO fund provided by the Union Government for developing telephone services in rural areas. CBI has registered a case under Section 120-B, 420 of the IPC and 13(2) r/w 13(1) (d) of PC Act 1988 on the allegation that the then Executive Engineer (Electrical), Bhopal and JTO (Electrical), Gwalior entered into criminal conspiracy with a contractor, based at Gwalior and abused their official position by making excessive payments to alleged contractor by way of recording excessive quantity in measurement books, making double payment for the same work and awarding tenders at higher rates for work of USO (Universal Services Obligation) at 56 sites situated in District Shivpuri and Bhind.
In this way, the accused persons caused wrongful loss to BSNL and corresponding wrongful gain to themselves to the tune of Rs 40 lakh (approx). In this case, after obtaining Search Warrants from the Court of Special Judge, CBI Case, Bhopal, conducted searches at three places on June 11, 2012 which includes office and residential premises of accused public servants and contractor at Bhopal and Gwalior.
